Abstract
The article considers the systems analysis of higher education system restructuring, that is initiated by the implementation of the competency-based approach, h module model of the curriculum and syllabus development is presented. Reasoning from the concept of the basic needs of a personality by E. Deci, competency is viewed as a system-formative factor of professionalism and its lack as a cause of professional and personal deformation of a specialist.
