СОЗДАНИЕ И ДЕЯТЕЛЬНОСТЬ ОРГАНОВ ЗЕМСКОГО САМОУПРАВЛЕНИЯ В ВИТЕБСКОЙ, МИНСКОЙ И МОГИЛЕВСКОЙ ГУБЕРНИЯХ (1911–1918 ГГ.)

Abstract

В диссертационном исследовании впервые в отечественной историографии проведено системное исследование процесса создания и деятельность органов земского самоуправления на территории Беларуси. Впервые в исторической науке определены и обоснованы этапы, отражающие предпосылки, создание и функционирование органов земского самоуправления в белорусских губерниях. Новым стало раскрытие особенностей проведения выборов и формирования личного состава земств в Витебской, Минской и Могилевской губерниях. Впервые проанализированы мероприятия Временного правительства по реформированию земского самоуправления, а также раскрыты причины ликвидации земских учреждений в 1918 г.In the dissertation, systemic research of the process of the creation and activity of zemstvo self-government organs on the territory of Belarus has been conducted in domestic historiography for the first time. The stages, that reflected the prerequisites, the creation and functioning of zemstvo self-government organs in the Belarusian governorates, have been identified and substantiated for the first time in historical science. The disclosure of the features of the conducting elections and personnel formation of zemstvos in the Vitebsk, Minsk and Mogilev governorates has become new. For the first time, the measures of the Provisional Government to reform the zemstvo self-government were analyzed and the reasons for the abolishment of zemstvo institutions in 1918 were disclosed.
