Дзейнасць прафсаюзаў Беларусі па калектыўна-дагаворным рэгуляванні працоўных адносін у пэрыяд НЭПа

Abstract

On the basis of new archival sources the author analyzes the activity of Trade Unions of Belarus on using of collective agreements in the practice of labour relations in the NEP period. It has been shown that the collective bargaining practice has originated in the BSSR in the end of 1921 and was widespread more in private and cooperative enterprises rather than state-owned оnes (enterprises) as declared in the historical and historico-economic literature. The statistical data on the growth of cov¬erage by collective agreements of workers and employees and their participation in the discussion of the draft agreements are presented. Problems in collective bargaining, attempts of its improvement are marked. It is shown that collective contract regu¬lation of labour relations with participation of trade unions helped to improve the working conditions, reduce the number of labour disputes. Collective agreements contained elements of social partnership, the were a form of involvement of workers into production management.
